metaPARK: a performance-based parking policy for the city Tallinn.
IIn this project, we developed a new parking and planning policy for the city of Tallinn by developing new methods to map parking data, including mobile payment data, for every single car in the city. In our study, we were able to map and analyse the parking patterns of every car in Tallinn by combining parking data from public and private service providers, using both cash, card and mobile payment data. This allowed us to determine parking occupancy at any given time of the day/week/year. Our policy proposals introduced the Active Transit Area (ATA). This consists of restricting the construction of new car parks in areas served by fast and reliable public transport. This allows us to create a self-perpetuating cycle where the more the council improves public transport, the less cars are needed and the more land can be used for reforestation or other activities than parking.
