metaPARK — Tallinn Citywide Parking Count Map
Underneath the metaPARK policy proposal sits a very concrete piece of infrastructure: an actual, citywide count of parking spaces. The Transport Department received this as a deliverable in its own right.
Reuses the same aerial-photo digitisation and building-registry data collected for the main metaPARK study, delivered as a standalone GeoPackage in December 2019.
Parking-space counts were derived from Estonian street-design standard (EVS 843:2016) space dimensions, aerial-photo digitisation of formal and informal parking areas, and an assumed two spaces per single-family house from building-registry use codes.
Gave the Transport Department a reusable citywide parking inventory — re-delivered again in 2023, evidence it remained in active use years after the original engagement.
