metaPARK — Tallinn Parking Technical Normative
A policy proposal is only as useful as the regulation that implements it. Following the main metaPARK study, SPIN Unit translated its Active Transit Area concept into a concrete revision of Tallinn’s parking-minimum construction standard.
Directly built on the metaPARK study, refined through a stakeholder workshop with the Estonian Association of Construction Entrepreneurs, the Estonian Real Estate Federation, developers, and the City Planning Department.
Proposed replacing blanket minimum-parking ratios with a standard tied to Active Transit Area accessibility — capping requirements inside well-served transit areas and lifting them entirely outside, letting the market set supply where transit doesn’t justify mandated parking.
