A quantitative site-suitability and space-syntax study underpinning four alternative development concepts for a large former nursery site near Jõhvi, on the Tallinn–St. Petersburg corridor.
A private landowner needed to know what a large plot near Jõhvi — strategically positioned on the Tallinn–St. Petersburg axis, near the future Rail Baltic line — was actually good for, before committing to a design direction. SPIN Unit’s team joined architecture practice Ars Projekt to bring quantitative rigour (accessibility, suitability, and space-syntax analysis) to what would otherwise have been a purely design-led concept study.
Ida-Virumaa’s economy centres on oil shale mining and heavy industry, with a target population base of roughly 150,000 people around Jõhvi. At the time, the local market showed no available rental housing or business space, at prices below the Estonian average — the analysis had to make a case for what kind of development this specific, regionally strategic but locally disconnected site could support.
The team combined historical/statistical site analysis with three quantitative layers: Multiple Centrality Assessment (regional and local street-network accessibility), a suitability overlay comparing centrality, infrastructure proximity, and environmental/technical constraints, and space syntax analysis (Choice and Integration, existing vs. proposed network). These fed into four development scenarios — trade-fair/mixed-use, industrial, educational, and mixed housing — each tested with alternative sketch plans and density figures (FAR, floor area, building coverage).
Delivered as a single design-and-analysis engagement (January 2013), producing a 51-page bilingual concept report alongside a dedicated accessibility-analysis deck and a planning report with density calculations per scenario.
- The site is well connected regionally but poorly connected locally — an “end point” in the local network, meaning any development had to actively engineer its own local accessibility rather than rely on existing conditions.
- Suitability analysis pointed to an industrial corridor along the highway, with the site read as “the first step of Jõhvi’s expansion to the north-west,” suitable for both industrial and residential use.
- Space syntax modelling showed a proposed new road link to Jõhvi would create a meaningful shortcut to the Kukruse area, raising regional through-movement and producing more pedestrian-friendly, square-like local spaces.
- The four scenarios were benchmarked against international precedents (Messestadt Riem, Helsinki Expo Centre, an Aplix factory by Dominique Perrault) rather than developed in isolation.
- Final density outcomes across scenarios were deliberately modest — FAR 0.1–0.4, building coverage 4.8–20.5% over the 238,823 m² buildable area — a land-extensive, phased approach rather than a single maximal build-out.
The report gave the landowner a defensible basis for choosing a development direction, grounded in network analysis rather than architectural intuition alone — an early example of SPIN Unit’s role of bringing quantitative spatial analysis into what would otherwise be a conventional private master-planning commission.
