Tallinn wanted to understand, in concrete and comparable terms, how well its residents can actually reach the services that make a neighbourhood function — schools, healthcare, groceries, green space, transit — and whether that access is distributed fairly across the city. Planning decisions about where to invest in services, transit, and public space need a shared, defensible measure of “accessibility” that goes beyond straight-line distance and accounts for the real street network, real transit schedules, and different ways people actually move through the city.

SPIN Unit was contracted to design a Tallinn-specific accessibility methodology from the ground up and apply it across the entire city, producing a dataset the city could use directly in planning and policy work.

Note: Tallinn separately runs a “LIPS” accessibility information system and a Crowdsorsa public-transport-stop mapping initiative — both are about physical/disability accessibility of individual sites, a different meaning of “accessibility” from this project’s service-reach analysis. We built a parcel-level accessibility model covering roughly 62,000 building/address points and 182,780 categorised points of interest — from schools and clinics to groceries, parks, and hiking trails — classified into a Primary/Secondary service taxonomy co-developed with the City of Tallinn’s own GIS and policy specialists.
