Vision for Land Use Monitoring — Finnish Ministry of the Environment

Finland has tracked zoning-plan implementation through standardized forms since the 1970s, a largely manual process that costs around €130,000 a year to run — with little evidence anyone found the resulting data very useful. As Finland’s Land Use and Building Act was being reformed, the Ministry needed a clear-eyed diagnosis and a costed roadmap for what monitoring should look like instead.

Commissioned by the Ministry of the Environment as part of the broader national Land Use and Building Act reform (MRL-uudistus), delivered in partnership with Gispo Oy, a Finnish open-source GIS consultancy. Connected to parallel national digital-planning initiatives including the ministry’s model-based zoning data programme and “Future Land Use Decisions.”

28 expert interviews across municipalities, regional councils, ELY-centres, the Finnish Environment Institute, and Statistics Finland, followed by a validating survey (37 respondents) and a futures workshop in Helsinki (30 October 2019). A technical proof-of-concept tested extracting monitoring data automatically from a model-based digital zoning plan using open-source GIS tools (QGIS/PostGIS).

Delivered 13 December 2019 as a 53-page main report with three technical appendices, alongside a separate strategic concept presentation.
